Any Angling Trust / EA / Echo guys n girls on here who can advise this guy that getting a section 30 may be in order!

you could always ask the seller a question regarding the sec. 30
does seem a bit odd selling Carp on the bay, but it may be totally legit...i.e. they may be his Carp from a lake he owns and just wants rid of them.
Similar thing happened to a small lake i used to fish.
The place changed hands and the new owner wanted to turn the venue into a Match fishery, So all th bigger Carp were sold and the place was restocked with Silver fish.

Either way not worth the risk, is the starting price cheap ???

A section 30 is needed to stock fish not to buy them. A section 30 is not required for stocking fish into any water under half an acre in size.

its based on animal welfare legislation but dont know the legalities, has nothing to do with section 30's though

The goldfish would have to be in a Bl00dy big bag to get a section 30 then!!!
